96 Years Ago Today: The Veterans Administration Was Created
On July 21, 1930, President Herbert Hoover signed Executive Order 5398, consolidating three agencies administering Veterans benefits programs into a single entity called the Veterans Administration. The action changed how the federal government and the public perceived Veterans’ compensation and other benefits.
On July 21, 1930, America took a major step in honoring its commitment to those who served.
Exactly 96 years ago today, President Herbert Hoover signed Executive Order 5398, establishing the Veterans Administration (VA) by consolidating three existing federal agencies: the Veterans Bureau, the Bureau of Pensions, and the National Home for Disabled Volunteer Soldiers. Bringing these organizations together created a single agency responsible for caring for the nation’s Veterans and their families.
The timing was significant. The United States was entering the Great Depression, and nearly five million World War I Veterans were eligible for federal benefits, while more than 200,000 disabled Veterans depended on government hospitals, medical care, pensions, and compensation. Consolidating these services into one agency made it easier to administer benefits, improve healthcare, and better serve those who had sacrificed for the country.
In the years that followed, the Veterans Administration expanded dramatically. Following World War II, millions of returning service members relied on the VA for healthcare, disability compensation, home loan guarantees, education benefits under the GI Bill, vocational rehabilitation, and other programs that helped Veterans successfully transition to civilian life. As new generations answered the call—from Korea and Vietnam to the Gulf War, Iraq, Afghanistan, and beyond—the VA continued to evolve to meet their changing needs.
The VA also became a leader in medical research and innovation, contributing to breakthroughs in prosthetics, spinal cord injury treatment, mental health care, telehealth, and electronic health records. Today, the VA operates one of the largest integrated healthcare systems in the world, serving millions of enrolled Veterans through hundreds of medical centers and thousands of outpatient clinics across the United States.
Another historic milestone came in 1988, when Congress elevated the Veterans Administration to a Cabinet-level department. On March 15, 1989, it officially became the U.S. Department of Veterans Affairs, while proudly retaining the familiar initials “VA” recognized by generations of Veterans.
As we commemorate the 96th anniversary of the creation of the Veterans Administration, we also recognize the enduring promise behind its founding: that our nation has a responsibility to care for those who have borne the battle and for their families.
Today, we honor not only the history of the VA, but also the millions of Veterans whose courage, sacrifice, and service continue to strengthen our nation.
