Indiana Veteran Owned Small Business (IVOSB) Program:

Program Goal

Benefits of Certification

Businesses that are certified as an Indiana Veteran Owned Small Business will affect the award process for state purchases.

Solicitations under $75,000

In solicitations under $75,000, IVOSB Prime Contractors can claim a Price Preference of 15% (Indiana Small Business Price Preference).

The IVOSB Prime Contractor must meet the definition from IC 5-22-14-3.5.

Solicitations over $75,000

In solicitations over $75,000, prime Contractors will be encouraged to utilize IVOSB subcontractors to meet goal participation. IVOSB subcontractors must provide goods/services specific to the contract and provide a letter to the prime contractor verifying IVOSB certification.



IVOSB subcontractors are required to submit subcontractor receivable information into the State of Indiana Pay Audit System for monitoring of prime contractor payment commitments.

Business Eligibility

In order to be certified/registered as an Indiana Veteran Owned Small Business, a business must be an Indiana business registered through the U.S. Department of Veterans Affairs or through the State of Indiana registration process (see below).

IVOSB Program Requirements

When registering as an IVOSB, eligible businesses must select one of the two options to complete the registration process.

Register with the U.S. Department of Veteran Affairs

Businesses Headquartered in Indiana

The State recognizes VA OSDBU certifications for Indiana Veteran Businesses so there is no need to complete a state application.

However, if you want to be added into the IVOSB Directory, submit a Indiana VOSB application and a verification of your VA OSDBU certification.

Businesses Headquartered Outside Indiana

The State does not recognize VA OSDBU certifications for Businesses headquartered outside Indiana. Business headquartered outside Indiana can apply for IVOSB certification by completing the Indiana VOSB application and providing the required documents.

Outside businesses are only eligible for IVOSB certification if they meet one of the following criteria:

On the state application, outside businesses must identify which criteria qualifies them as an Indiana business.  The Indiana Department of Administration may request additional information to confirm eligibility based on the chosen criteria.

Register Directly with the State of Indiana IVOSB Program

Businesses Headquartered in Indiana

Businesses headquartered in Indiana that are not certified through VA OSDBU, can apply for IVOSB certification by completing the Indiana VOSB application and providing the required documents.

Businesses Headquartered Outside Indiana

Businesses headquartered outside Indiana can apply for IVOSB certification by completing the Indiana VOSB application and providing the required documents.

Outside businesses are only eligible for IVOSB certification if they meet one of the following criteria:
