The Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization (OSDBU) Program is conducting market research for the purpose of identifying potentially capable providers of the services represented in this notice.
VA OSDBU seeks to acquire an Independent Government Cost Estimate (IGCE)/Fair and Reasonable pricing tool to provide access to searchable databases with product and labor category descriptions and product and labor category prices that guides and aids program managers in creating reports needed to support actionable package. The solution will also enable the determination of fair and reasonable prices based on historical prices paid by VA, federal government, and commercial buyers.
The solution will assist program offices with the collection of market research artifacts. In accordance with Federal Acquisition Regulation (FAR) Part 10 and VA Acquisition Regulation (VAAR) 810.001, the Department of Veterans Affairs (VA) conducts market research to arrive at the most suitable approach to acquiring the services or supplies. The largest disparity in FAR/VA acquisition planning comes from market research requirements for VA rule of two nullifying effectiveness of some simplified acquisition procedures.
The responses provided to this notice will be used by the members of an Integrated Project Team (IPT) as stated at FAR 15.201(e), to derive price, delivery, and other market information; to include capabilities for planning purposes. The Government does not intend to award a contract on the basis of this request. Neither unsolicited proposals nor offers of any kind will be considered in response to this announcement and there will be no contract award resulting from responses to this notice, nor reimbursement for any costs associated with providing information in response to this notice. Monterey Consultants, Inc., has been contracted by VA to assist with collecting and analyzing the responses to this questionnaire. The portal is managed by Monterey on behalf of the VA Office of Small and Disadvantaged Business Utilization (OSDBU). Monterey has signed Non-Disclosure Agreements and is restricted under Organizational Conflict of Interest clauses from sharing submitted information with any party outside of VA. Monterey is a business consulting firm with a focus on contract process improvement. They are not engaged in software/IT development and will not be awarded any contracts resulting from this questionnaire.
