California Office of Small Business and DVBE Services

The Department of General Services, Procurement Division (DGS-PD), Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS) is the state’s certifying agency that oversees the Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), and Disabled Veteran Business Enterprise (DVBE) certification programs. The OSDS also oversees the Nonprofit Recognition (NP) and Nonprofit Veteran Service Agency (NVSA) certification programs. The purpose of the certification program is to promote and increase SB, SB-PW, DVBE, NVSA and NP participation in state contracting.
