THIS IS A PRESOLICITATION NOTICE ONLY: THIS IS NOT A REQUEST FOR PRICING. The Salisbury VA Medical Center (VAMC), Salisbury, NC is seeking the services of a certified Service Disabled Veteran Owned Small Business that will provide materials, labor, tools, equipment, transportation, and qualified supervision required for project 659-335, LONG TERM CARE PHASE III. THIS REQUIREMENT WILL BE 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES.

Work includes but is not limited to general construction, alterations, walks, grading, drainage, mechanical and electrical work, as required for the renovation of existing patient rooms and supporting areas, and the construction of a new elevator addition in Building 42. Construction work is to be performed in accordance to local building code, specifications, and contract/documents.

The NAICS code for this procurement is 236220 with a small business size standard of $33.5M. All work shall be completed within Five Hundred (500) calendar days after date of receipt of notice to proceed. This includes final inspection, punch-list, and clean-up. The estimated dollar amount of this procurement is between $5,000,000.00 and $10,000,000.00.

Solicitation will be posted on/about December 12, 2013. A pre-bid walk-through will be held on or about one week after the posting of the solicitation. These dates are estimates. The actual dates will be stated in the solicitation. The Contracting Officer’s email address is Heather.Hampton@va.gov.

Firms submitting a bid must be registered at both the System for Award Management (SAM) and Vet Biz (CVE Certified). The Online Representations and Certifications (SAM) must be completed by each firm submitting a proposal prior to the bid opening date.

Important Notice: Apparent successful offeror must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offeror must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror’s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
