Pennsylvania Small Veteran Businesses Program

The Bureau of Diversity, Inclusion & Small Business Opportunities (BDISBO) verifies self-certified Small Businesses that wish to participate as Veteran Business Enterprise (VBEs) and Service Disabled Veteran Business Enterprises (SDVBEs) through the Veteran Business Enterprise (VBE) program. Eligible Small Business must hold certifications as veteran-owned businesses or service-disabled veteran owned businesses with one of the Department’s approved third-party certification entities.

Follow the step-by-step process below to complete self-certification as a small business and verification as a Veteran Business Enterprise. See the application guide for more detailed instructions.

STEPS 1 & 2 – SUPPLIER REGISTRATION & SMALL BUSINESS SELF-CERTIFICATION

Businesses interested in participating as a VBE or SDVBE must first register to do business with the commonwealth and self-certify as a Small Business. To self-certify and participate as a VBE or SDVBE, complete Steps 1 and 2 before attempting to become verified as a VBE or SDVBE.

After completing Steps 1 and 2, follow the instructions below to complete VBE verification:

STEP 3 – VETERAN BUSINESS ENTERPRISE VERIFICATION

This step is optional and is required only for those companies wishing to verify as VBE or SDVBE.

The Department of General Services accepts approved third-party certifications from any of the following entities:

• Vets First Verification Program at vetbiz.gov
• Disability:IN (DVBE and SDVBE only)

Once BDISBO has received and verified all information, the applicant business will be included in the online database located at www.dgs.internet.state.pa.us/suppliersearch as a Small Business and, if applicable, Veteran Business Enterprise.
